		<description>1.  No.  Expenses are things you pay for.  Without a bank account, how would you pay?
2.  If you are talking about receipts for purchase transactions, you can write a check and offset to your expense accounts.
3.  You can enter a bill, but it is still a liability until you pay it with a bill payment.  You can also just write a check.  The only reason to enter a bill is to keep track of money you owe.</description>
